Workshop Macro modeling Sint Maarten, with participants Tourism Bureau and Hotel Association and Ministry of Tourism, Economic Affairs, Transport and Telecommunication.

Ministry of Economic Affairs Curacao

During 1996 – 2000 a macro economic model and several modules to this model were built for the Ministry of Economic Affairs of Curacao. The macro economic model Curalyse is still used by the Ministry today for its economic, fiscal and tourism policy. With the macro model about 15 workshops were given during this period for about 600 economic policy makers on the island. In addition the structural adjustment package of the International Monetary Fund, were calculated and discussed with other ministeries on the island. Also after this package an economic stimulation package focussed on tourism was designed and implemented in close cooperation with the Inter American Development Bank (World Bank) for Curacao. Several policy papers were made based on this macro economic analytical framework and presented to the ministers of Finance, Economic Affairs, Social affairs (poverty), Chamber of Commerce, Tourism bureau and Labor unions.  Finally, the cooperation between the Ministry of Economic Affairs and the Central Bureau of Statistics was strengthened and CBS now provides critical data (National Accounts and Government Financial Statistics and Tourism data) to the department.

Ministry of Finance Zambia

Several workshops were given during a week to the Ministry of Finance in Zambia regarding their new economic development plan. Workshops were given for senior and junior policy advisers,  where we discussed the then current economic and fiscal situation of Zambia. It was showed how you can use a macro economic model and a quantitative database containing all relevant macro economic data  to make economic and fiscal policy, perform analyses and improve your understanding of the economy. Special focus was given on the day to day policy process and communication with other departments and the minister.  The participants improve their knowledge on how to use a quantitative model as a communication and analytical tool.

Department of Tourism Economy Transport and Telecommunication of Sint Maarten

Together with my partner Micromacro Consultants we won a tender to build a macro economic model and give training to the department. In april 2011 we started to build a database of all relevant macro economic data for the department. During one week each month workshops are given to junior and senior policy advisors of the department. We build a demo version of a macro model for the Sint Maarten economy through the hands of the participants. The policy advisors of Sint Maarten are trained to build the macro model, and modules and improve their understanding of this tourism based small island economy. Several sessions with Tourism Bureau, Hotel Association, Ministry of Finance etc. were held to discuss the current economic issues. The model is used to perform what if scenarios, to monitor the economy, tourism and to design economic and fiscal policy.  The model not only is a macro economic model, but also consists of modules to monitor the consumer price, the stay over and cruise tourism, the purchasing power etc.

Workshops on practical use of macro models

Several workshops were given to several ministeries and organisations when they visited my partner Micro Macro Consultants in the Netherlands. I gave workshops to the Planning Bureau of Suriname, to the Department of Economic Affairs Curacao, the Ministry of Economic Affairs of Croatia, Ministry of Finance of Kenya on how to use a macro model in practice. The focus of these workshops is on how to improve the economic analysis, gather data, make economic policy notes and deliver to the minister. The workshops were very interactive and real policy scenarios were discussed. Participants gain new insights how to organize their information on a policy department and better deliver to the ministers.
